CENTRAL EXECUTIVE BODY

POWER & RESPONSIBILITIES OF CENTRAL BEARERS

Party Chairman

  • The term of the party chairman shall be two years.
  • The party chairman will be the ideological and constitutional head of the party.
  • The Party Chairman will preside over the meetings of the Central Committee and the General Council.
  • The Party Chairman will approve the appointment of Central Body nominees on behalf of the Central President.
  • In case of equality of opinion in the meeting of the Central Committee and the General Council, he will exercise his right to cast vote.
  • Will be authorized to call an emergency meeting of any organ of the party.
  • Will be authorized to form one or more special committees if necessary in the interest of the party.
  • The Party Chairman will appoint the additional members of Central Executive Committee and Central Committee.
  • The party chairman will appoint the coordinator and members of the advisory council

Party President

  • The term of the party chairman shall be two years.
  • Will be the political and administrative head of the party.
  • He will preside over the meetings of the Central Executive Body, Central Executive Committee, Central Committee and General Council.
  • In case of equality of opinion in the meeting, he will exercise his right to vote.
  • Will be authorized to call an emergency meeting of any organ of the party.
  • Shall be authorized to assign additional responsibilities to any member of the party.
  • Shall be empowered to dissolve any sub-units of the party or to make temporary appointments to any post.
  • In case of violation/breach of the constitution/manifesto or policy by any bearer or member of the party, he/she shall be authorized to take disciplinary action against the relevant bearer or member.
  • In any emergency or crisis situation, he/she shall be empowered to take any decision in the interest of the Party, provided that such decision/s do not conflict with the Party Constitution and shall be ratified by the Central Committee (C.C).
  • Will be authorized to form one or more special committees if necessary in the interest of the party.
  • The party president can appoint any member of the party for the vacant position in the central executive body, which must be approved by the party chairman.
  • Keeping in view the organizational growth of the party, based on the recommendations sent in writing by the party general secretary, he/she will take the final decision to change the boundaries of Divisions, Districts, Talukas/Towns and Municipalities

Senior Vice President and four Vice Presidents

  • In the absence of the Party President, will perform the duties of President accordingly.
  • Perform the duties conferred upon them by the President.
  • Will represent and chair the party in meetings and programs convened by various political forums.

General Secretary

  • Will be an administrative custodian of the party.
  • Will carry out the correspondence relating to party matters.
  • Will keep the record of the Party.
  • Shall be authorized to check the records of any sub-unit.
  • Will submit the performance report of the CEC to the C.C and the performance report of the C.C to the General Council.
  • Will prepare the agenda of the meeting with the consultation of the President.
  • He will be responsible for convening all the meetings of the Party and conducting their proceedings.
  • Will communicate/convey the decisions taken by various organs of the party to the concerned organs and bearers.
  • He shall be authorized to exercise all such powers which may be conferred upon him by the Central Committee or the General Council.
  • He shall be empowered to supervise the work of all the employees of the party, to give them leave or to suspend them, but he shall not be able to dismiss any employee without the permission of the President.
  • In emergency and crisis situations, the General Secretary will have the authority to take extraordinary measures with the approval of the President, however which do not conflict with the Party Constitution in any way, and all such measures must be submitted for approval at the next Central Committee meeting.
  • To enhance the work of the party for the purpose of the Party’s growth, he will send recommendations in writing to the President of the Party for changes in the administrative boundaries of Unions, Talukas/Towns, Districts and Divisions.

Deputy General Secretary

  • Would assist the General Secretary and under his supervision will perform all the task/duties assign to him.
  • In the absence of the General Secretary, the duties and powers of the General Secretary shall be vested in the Deputy Secretary.

Joint Secretary

  • Would assist the General Secretary and under his supervision will perform all the task/duties assign to him.

Information Secretary

  • Will perform the duties assign by the General Secretary.
  • Will take necessary measures for propagation of party program and policies on Print, Electronic and Social Media.
  • Will arrange press conferences and empowered to issue press release.
  • Will keep press record of party programs and activities.
  • Will try to communicate the party program and policies to the masses.

Finance Secretary

  • Will take measures to collect and raise the Party fee/fund.
  • Will send the fee to the Central office at the prescribed rate which received from the sub-units.
  • Will audit the funds and expenditure of sub-units.
  • He shall be authorized to operate the bank account jointly with the President or with any other bearer nominated by the President.
  • Shall keep records of Party funds and expenditures.
